Addis Ababa water sanitation planThe Addis Ababa Water and Sewerage Authority (AAWSA) has conducted extensive studies and made substantial investments in expanding and enhancing wastewater management facilities. Given the significant growth and urbanization of Addis Ababa over the past decade, there is an urgent need to update the city's wastewater management vision, originally established in the 2002 Sanitation Master Plan. Therefore, under the World Bank-funded Second Ethiopian Urban Water and Sanitation Project (UWSSP-II), developing a new Master Plan is essential. This plan aims to achieve AAWSA's overarching goals of providing adequate and affordable wastewater management and meeting the objectives of the Ethiopian Government's Growth and Transformation Plan II (GTP II).

RINA scope of supply

The overarching objective of the assignment is to identify sustainable design solutions for improving wastewater management in Addis Ababa municipality, ensuring alignment with studies & investments. The goal is to develop

  • Wastewater Master Plans for 2030, 2035, and 2045;
  • Feasibility Study up to 2030. 

Three specific phases are planned to deploy the required activities:

  • Phase 1: Establishing a comprehensive understanding of the context;
  • Phase 2: Developing and comparing various design options and investment plans;
  • Phase 3: Conducting feasibility-level designs for short-term investments.

During Phases 1 and 2, RINA has focused on the following areas:

  • detailed forecasting and analysis of technical options for wastewater treatment plants;
  • development of an implementation plan along with financial and economic analyses, including studies on long-term investments, unit costs, investment costs, operating costs, maintenance costs, and administrative costs;
  • support for strengthening the institutional framework;
  • support for the public health component.

In Phase 3, RINA will concentrate on several key areas:

  • sizing of wastewater treatment plants, sludge treatment plants, and transfer stations;
  • reuse and public health considerations;
  • financial and economic aspects.
