In January 2024, OCIMF started phase 3 of the SIRE 2.0, the most fundamental revision to their tanker vetting programme. The new vessel inspection system is designed to deliver a more accurate report on a vessel’s quality and its crew, highlighting potential future performance. 

SIRE 2.0 introduces a new risk-based vessel inspection questionnaire that encompasses four main areas:

• The Core area comprises the essential of questions necessary to meet the fundamental requirements of risk assessment.
• The Rotational area includes non-core questions which should be addressed over a specified periodically.
• The Conditional area contains questions specific to the ship and/or operator.
• The Campaign area includes specific questions focus as set by OCIMF. 

Furthermore, the system places greater consideration on human factors, including a thorough evaluation of the shipboard staff’s performance.
