OGMP 2.0: Methane Emissions Reporting

Consulting services to help oil & gas companies quantify methane emissions

The Oil & Gas Methane Partnership 2.0 (OGMP 2.0) is a flagship initiative of the United Nations Environment Programme (UNEP) that focuses on reporting and mitigating methane emissions in the oil and gas industry.

As the only comprehensive, measurement-based international reporting framework for this sector, OGMP 2.0 sets the gold standard for methane emissions reporting. Its goal is to enhance accuracy and transparency in the fight against climate change.

What we offer

- Advisory services on methane emissions reporting for all assets: We carry out a gap analysis to assess the current state of methane emissions from assets. We then either create an emission inventory database or check the existing one advising our clients on the best set of emission factors to use for the estimation. According to emissions materiality, we create a roadmap towards achieving the Gold Standard. Finally, we develop recommendations on the best methane measurement methods, including reduction targets.

- Source-level emissions measurements: We provide precise quantification of methane emissions through field measurements, ensuring data accuracy and reliability and according to the specific emission source under investigation (Venting, Stationary Combustion, Flaring, Fugitives or else).

- Methane emissions quantification through computational process simulation and engineering calculations: We can provide highly accurate methane emissions estimations using fluid dynamics simulations and engineering calculations which better fit the individual types of equipment. On completion of the analysis, we can also highlight operational strengths or weaknesses, identifying opportunities for better control and helping reduce both methane emissions and operational costs.

- Site-level measurements and data analysis: We carry out measurement of emissions at the facility level, selecting the most suitable technology for the job. We then conduct statistical and comparative analyses on the acquired data in order to properly pin-point emissions at the equipment group level, assess uncertainty  and detect the causes of any discrepancies between source-level and site-level datasets.

- Proper report completion and submission according to OGMP 2.0 technical guidelines: We can assist the company in completing all relevant reports and templates to periodically submit to UNEP- OGMP, summarizing all inventoried methane emissions and providing information on methane emission reduction objectives, strategies, and efforts.

Why RINA?

- We offer a variety of engineering services ensuring the right experience and multiple points of view on the assessment of the methane emissions generated by the investigated assets.

- We have a long experience in methane emissions detection and reporting and we can assist in thoroughly comprehend every primary methane emission source and create a comprehensive catalog of all possible origins.

- We have knowledge in various types of measuring instruments and quantification methodologies allowing us to decide the best solution according to technical and operational context considering the related uncertainty.

- We have offices located in different parts of the world as well as widespread network of well-established technology providers, allowing us direct contact approaches with the client.

OGMP reporting applies to:

- Companies operating in all segments of the O&G Sector where material quantities of methane can be emitted (oil refining, chemical manufacture and gas end users are not within the Framework reporting scope).

- Both operated and non-operated ventures (even if treated differently with regards to timing and targets).

- Credibility: OGMP provides a credible mechanism for companies to address methane emissions and showcase their efforts to stakeholders.

- Industry Leadership: By participating, companies contribute to industry-wide efforts to reduce methane emissions.

- Transparency: OGMP reporting allows for transparency and accountability.

- Future regulatory scenarios: OGMP technical guidance documents and reporting templates for upstream and for mid and downstream operations shall be used by companies as reference for methane emissions reporting to European Commission.

- Level 1: Estimation at Venture/Asset scale using generic emission factors.

- Level 2: Estimation at the Emission Category (Venting, Flaring, Fugitives etc) scale using generic emission factors.

- Level 3 (OGMP 2.0 Gold Standard Pathway): Quantification at the single emission source scale using generic emission factors.

- Level 4 (OGMP 2.0 Gold Standard Pathway): Quantification at the single emission source scale using Company-specific emission factors (derived from direct measurements or engineering calculations).

- Level 5 (OGMP 2.0 Gold Standard Pathway): Level 4 + Site-Level Measurement Reconciliation.

- Year 0: Company joins OGMP 2.0.

- Year 1: First report by 31 May (based on previous year data) and credible implementation plan.

- Year 2: Yearly report and, if needed, revised implementation plan.

- Year 3: Yearly report (with all operated assets at Level 4/5) and, if needed, revised implementation plan for non-operated assets. Company achieves gold standard for operated assets.

- Year 4: Yearly report (with all operated assets at Level 4/5) and, if needed, revised implementation plan for non-operated assets.

- Year 5: Yearly report with all operated/non-operated assets at Level 4/5. Company achieves gold standard for non-operated assets.
